v0.21.2: The Arsenal, flat-priced

The Arsenal had a ladder in it: 8,000 flux for the first rung, 26,000 and a pile of scrap for the last. For a new player earning a few hundred flux a run, the first deck expansion sat weeks away. It is a shop, not a ladder, and now it is priced like one.

• Every weapon costs 300 flux. About one run's worth. Play a run, buy a weapon, in any order; each purchase also opens its synergy pairs against everything you already own.
• Scrap is out of the Arsenal. The upper shelf used to ask for scrap on top of flux. Weapons are flux-only now; scrap keeps to the orbital economy.

Weapons you already bought stay bought.
